Sen. Scott Brown has rejected a proposal to debate Elizabeth Warren at the Edward M. Kennedy Institute for the United States Senate. Brown said he would only participate in the debate if Kennedy's widow Vicki promised to stay neutral in the Senate race. On Tuesday, Vicki Kennedy turned down Brown's terms, prompting Brown to decline the debate invitation.
